Know Your Tree's Category First
Tree Removal in Clayton is governed by a tree code that sorts trees by size. The trees and landscaping article in Chapter 405 of Clayton's zoning regulations treats trees from 3 to 19 inches in diameter at breast height as contributing trees and anything over 19 inches as a landmark tree, as long as it is in fair to good condition and not an invasive species. Removing 19 or more caliper inches of contributing trees, or any landmark tree outside the buildable area of the lot, is prohibited without an approved plan and a building permit. The code also sets minimum tree canopy coverage by zoning district, from 62 percent in R-1 down to 5 percent in R-7.
The hazard exception
There is an important exception. Trees that are hazardous, dead or diseased and pose an immediate threat are exempt if an arborist's letter supports removal. The code also says trees removed within a year before an application, without documentation, are presumed to have been in good condition. In plain terms: if a big tree in Clayton is failing, get it documented before it comes down. Photos, a written assessment and a clear description of the defect protect you if questions come up later.
A small city with a lot of tree pressure
Clayton covers about 2.5 square miles. It is the county seat, and its 2020 population of 17,355 lives in neighborhoods as different as the Hi-Pointe-DeMun Historic District, Brentmoor Park and Claverach Park, which was laid out by Julius Pitzman in the early 1920s with curving streets lined by large trees. Lots are compact, driveways are narrow and street parking is tight, so most removals here are planned around access: where the chipper sits, where wood can be lowered, and how long the street can be partly blocked.
May 16, 2025
The EF3 tornado that tore across north St. Louis touched down in Clayton, just east of Interstate 170, before moving through Richmond Heights, the Fontbonne University campus and the Wydown/Skinker area. Many Clayton yards still have trees with storm damage that is easy to miss from the ground: split unions high in the crown, broken leaders, bark torn loose on one side. Those trees often look fine in summer foliage and fail the next winter. If your trees were in the path, it is worth having them looked at once the leaves drop.
How we handle a Clayton removal
- We identify the tree's diameter and category under the zoning code before quoting
- For failing trees, we document the defect so you have a record
- We plan the drop zone around neighbors, cars and the street
- Stump grinding and replanting space are discussed up front, since replacement trees may be part of a building project

Clayton's Tree Code at a Glance
- Contributing and landmark trees. Contributing trees are 3 to 19 inches DBH; landmark trees are over 19 inches DBH, both in fair to good condition and not invasive. Removing 19 or more caliper inches of contributing trees, or any landmark tree outside the buildable area, requires an approved plan and building permit.
- Canopy minimums by district. Residential minimum tree canopy coverage runs 62 percent in R-1, 46 percent in R-2, 31 percent in R-3, 26 percent in R-4 and 20 percent in R-5, and landmark trees preserved on site count at 125 percent of their canopy area.
- Hazard tree exemption. Hazardous, dead or diseased trees posing an immediate threat are exempt from the removal limits when an arborist's letter supports removal. Undocumented removals within a year before an application are presumed to have been healthy trees.
- Where the 2025 tornado began. The May 16, 2025 EF3 tornado began in Clayton just east of I-170 and crossed Richmond Heights and the Fontbonne campus before reaching St. Louis city, on a path 12.29 miles long.

Clayton Questions
My oak is about 24 inches across. Can I remove it in Clayton?
At that size it would be a landmark tree if it is in fair to good condition. Removing a landmark tree outside the buildable area needs an approved plan and building permit, unless the tree is hazardous, dead or diseased and an arborist's letter supports removal. Call the city's planning staff to confirm how the rule applies to your lot.
How do I prove a tree was dangerous after it is gone?
You cannot, really, which is why Clayton's code presumes undocumented removals were healthy. Get the assessment in writing and take photos of the defect before the work. We include notes on the condition of each tree in our written estimate.
Our trees came through the 2025 tornado. Are they safe?
Some are and some are not. Storm-twisted trees can hide cracks high in the crown that only show up from a lift or a climb. A look after leaf drop is the easiest way to see what is broken.
